Within the context of a possible Energy Reform in Mexico, CIDAC provides an assessment of three dilemmas that the country is facing on the matter: the North American revolution of shale oil and shale gas, the symbiosis between Pemex and the Mexican State, and the risks involved in targeting resources on oil alone.
This report is meant to provide guidance for discussions to come, taking into account the energy sector’s historical evolution as well as its current state.
